emerging economies often prioritize short-term profits over cultural heritage preservation, generating negative externalities such as cultural erosion and economic losses. This study examines the failed Aldiron Mall project in Palembang, Indonesia, which demolished the historic Pasar Cinde—a designated Cultural Heritage site—leading to environmental, social, and financial consequences. Employing a qualitative case study approach, we integrate business ethics frameworks (e.g., the 3Cs: Compliance, Contribution, Consequences) with financial tools (e.g., cost-benefit analysis, contingent valuation) to evaluate the project’s impacts and propose strategies for sustainable heritage preservation. Findings reveal that ethical lapses and unaccounted externalities (e.g., IDR 100-200 billion in lost tourism revenue) contributed to the project’s failure. We recommend policies integrating heritage valuation into business decisions, leveraging sustainable finance mechanisms like heritage bonds, and enhancing stakeholder education to align with SDG 11 (Sustainable Cities). This study contributes to the finance-heritage discourse by quantifying externalities and advocating for ethically responsible development.
